Simon sees the skull as having a deeper symbolic meaning. It represents the darkness in man's heart. Simon's metaphorical discussion with the pig's head is full of ethical meaning and Biblical allusion. Ralph is merely frightened of the head. He takes up the stick splitting it in two.
