Jack's group was in charge of the signal fire, but they allowed it to almost die completely, and then while rekindling the fire they managed to set a group of trees ablaze. The disorganization of the group signals the beginning of conflict for Jack and Ralph. Note, Piggy is the most vocal of the boys at this point in the novel.
