They are basically doing all the practical work. They attempt to build shelters which are rather ineffective and fragile. The boys are not carrying out their responsibilities decided at the meetings. The boys are hunting or swimming. Piggy, not much for manual labour, isn't doing much either. Simon and Ralph are frustrated.
