This depends on what point in the book you are referring to. For the most part, Ralph is frustrated and would say that most people are never what they seem at first. He is frustrated because the boys agree on certain responsibilities but seldom fulfill them.

Piggy would say most of the boys are immature and act like a "crowd of kids." He also would feel intimidated by certain boys like Jack and Roger.
