Why does Ralph say he is "in charge" on the island? Is he taking responsibility for everything that happened? Is he responsible for the three deaths?

Ralph never gave up his place as leader, even in the end when the chaos and savagery became apparent to the outside world in the form of the naval officer who came to their aid. I don't think that Ralph is taking responsibility, but I do believe he is making himself answerable. He is not responsible for the three deaths on the island.
