How does jack use "the best" to keep his hunters together

Jack uses the beast as a source of fear, and therefore is able to keep the hunters together in the common goal of hunting the beast down. It doesn't matter whether there is a beast or not, Jack's tactics enable him to keep the group focused on a common goal.

The beast is a dead pilot.
