Here Ralph is trying to legislate an end to fear. In his futile attempt to be rational. The more irrational the boys become, the more Ralph loses his influence. Ralph attempts to put fear to a vote. Fear, however, is an emotion and can’t be dealt with like it is a motion in parliament. These boys live a life dictated by emotion and nightmare, fear makes up a large part of this.
