Jack's actions are a direct result of his disrespect for Ralph's position as leader. He demeans Ralph, questions his authority, and flouts agreed upon rules. The way Jack speaks to Ralph completely depletes Ralph's self-confidence. Ralph is so dejected and frightened that he's lost his power as leader that he refuses to use the conch, believing no one will listen.
