Does Ralph display the qualities of a chief, explain using specific references?

I think another telling quote in Chapter 5 is when Ralph realizes he is loosing to Jack. Check this quote out,

"Ralph walks down a narrow path, concerned about the up-coming meeting. “He found himself understanding the wearisomeness of this life, where every path was an improvisation and a considerable part of one’s waking life was spent watching one’s feet.” He is determined that the meeting “must not be fun, but business.”

Ralph is coming to grips with the essence of being a leader. UNfortunately he is missing the fear and manipulation factor that comes so easily to Jack. The boys will only take Ralph seriously if they are afraid of him,and they are not.
