Okay, I've gone through the first two chapters of the novel twice now...... either I'm not seeing clearly here, or you are possibly referring to the film?

Duncan leaves the General's headquarters to bring the girls to their father in Chapter One. Webb is standing in the threshhold of his office watching them leave. Webb doesn't use a word....
