For Saul growing his hair was a cultural tradition, a connection to his history..... to his ancestors. Having his hair cut was a source of humiliation..... a disconnection from his culture. The school wasa trying to strip Saul of his identity. In my opinion, haircuts were a part of expected assimilation.
