What natural disaster accurred that allowed the Taliban to come into power?

In July of 2010, the Swat Valley is flooded by a monsoon. Power lines are destroyed, buildings flood, and bridges are toppled. The people begin to believe that Allah is punishing them. Some are even convinced the Americans were responsible..... thus, the area became ripe for the Taliban to step in and take control.
