Does Paula have Ricky’s best interests at heart?

Paula is a character used as much for comedy as anything else. Her military-like dedication to her social work is used for a lot of laughs. I think she is looking out for Ricky's welfare but fails to see the caring relationship developed between Ricky and Uncle Hec. Paula becomes a central figure in the hunt. She might mean well but her rigid determination is used for comic effect.
