Everyone had to whisper so as to not wake anything up.
"No, Harry, the meeting's only for members of the Order. Ron and Hermione are upstairs, you can wait with them until the meeting's over and then we'll have dinner. And keep your voice down in the hall," she added in an urgent whisper. "Why?" "I don't want to wake anything up."Source(s)

Everyone had to whisper so that they wouldn't wake up Sirius Blacks's mother's painting who would start insulting everyone by addressing them as mudbloods, blood traitors, half breeds etc. and she would not stop.
