This is a continuation of Hamlet's conversation with his mother in her chambers. He is chastising Gertrude for her relationship with Claudius. Hamlet says that Heaven has charged him with inflicting justice on the man who killed his father. He says that he is forced to be both Heaven's executioner and Heaven's minister of justice.
