why are rosencrantz and guildenstern hesitent to admit that they are in elisnore because the kind and queen sent for them?

They are sent to Elsinore to spy upon Hamlet on behalf of the King and Queen, so they did not wish to blow their cover as spies of the court. Hamlet sniffs them out anyway, after a short time.
