I assume you're referring to Gulliver's inability to move in Part I, after he awakens on Lilliput? If so, he is unable to move because the Lilliputians have effectively tied and fastened him to the ground, even going so far as to make sure his hair is attached as well. Besides this, he is surrounded by tiny men with arrows.
