Who is Peter Williams? Why is he important?

An old friend of Gulliver's, Peter Williams, recommends Gulliver to Captain John Biddell lets Gulliver sail back to England with them.

Peter Williams who gave a good character to the captain. Peter treated him with kindness. Gulliver gave him two purses of two hundred sprugs each, and promised ,when we arrived in England , to make him a present of a cow and a sheep.
