Which selection by Jonathan Swift is most successful in obtaining the results he desired, Gullivers Travels or "A Modest Proposal"?

I do not think that Swift was looking for entirely the same results from both texts. As far as satire goes, Gulliver's Travels is the more famous. The layered fantasy aspect of it certainly captured the imaginations of people.
