The Lilliputians' view of Gulliver changes regularly over the course of the first eight chapters. Which chapter does this question refer to? 

No specific chapter.... all the threats they viewed him as...

1 his  diet was expnsive

2 he might break the chain and run

3 his death would cause large diseases
