Why is Gulliver imprissoned by the tiny mortals in chapter 1- A voyage to lilliput ?

The Lilliputians have no idea what to expect from Gulliver when he awakens. Fastening him and surrounding him seemed the best way to keep things under control..... note, Gulliver could have overcome them at any time.
