What threats surround Hrothgar after Hrothulf’s arrival?

I think it is a case of too many heirs to the throne. Although an orphaned Nephew to Hrothgar, Hrothulf is a young man who forms ideas of revolution after seeing the aristocratic thanes mistreat the Danish peasants.
