What Leo Tolstoy means in the "God Sees the Truth, but Waits"?

Tolstoy is noting that God moves in mysterious ways..... that He doesn't always act in the way we expect him to. This doesn't, however, mean that God is unaware of the truth...... only that we, as imperfect creatures, don't see the truth in the same way that God sees it.
