I'm not sure what you mean, his thoughts about? 

about the people in Burma

The disrespect of the people in Burma, and the fear they would make him look like a fool definitely affected Orwell's actions. He didn't shoot the elephant because he wanted to, but rather because he was afraid of how he'd look if he didn't.
