In context, the one thing that Kira, Thomas, and Jo have in common is fate. They can each make decisions based upon their own needs, and yet, those decisions would adversely affect those around them. Their futures may not be the futures they'd envisioned for themselves, but they are each, in essence the forces that will change everyone's futures for the better.
