Why did Bissinger use a metaphor for the title in Chapter 11 of Friday Night Lights?

In my opinion, Bissinger uses the title "Sisters" to note that the two cities should have been united..... both cities profited from the same business, and yet, they ironically spent their time fighting each other instead of working together.
