Implementation of a fine to parents neglecting to pick their children up on time should eliminate their tardiness, especially in situations that are not an emergency. Too many people take advantage of the fact that they know their children will be cared for and are late for reasons of convenience (a quick stop at the store) rather than situations that are out of their control.
