Why has the creature caused the deaths of William and Justine? Is he as inherently evil and bloodthirsty as Victor has assumed?

The creature kills William because he is Victor's brother.... Justine dies as a result of the creature's framing her for William's death. Both deaths are a result of the creature's desire for revenge.... he is not inherently evil, he has become so as a result of his circumstances.
