Why did Victor decide not to create a companion for the creature? What did he fear might happen?

As Victor assembles the female creature he begins to wonder how he could create another monstrosity. He fears she won't want to disappear as the monster had promised. He also fears that the two might produce spawn creating “a race of devils on the earth.”
