Why did the creature declare ever lasting war on mankind? Who was the main target of his wrath?

The creature has had it from being pelted by stones, sworn at and being chased by angry mobs with pitchforks. He realizes that he will never be accepted by humanity and blames Victor. He blames Victor for both creating him and abandoning him. The Creature wants revenge, he wants Victor to feel the same pain that he feels every day.
