What is the reader supposed to think of the Monster?

What was the Writer's intention for The Monster and Victor Frankenstein

I think that Mary Shelley intended that we are sympathetic to the monster. Victor harbors much of the blame for the monster's creation and subsequent abandonment. The reader can understand with the monster's angst and rage.
