how does shelly build suspence in these chapters

Things just get worse for Victor. Victor is accused of murdering Henry after his body washes up. Victor wakes up seriously ill in prison. Victor gets out of Prison, hey he's not guilty after all. He hightails it to Geneva where he asks the fair Elizabeth to marry him. First he says he has a secret to unfold only after the wedding....cue suspense music!
