When the monster learns of Victor’s decision to abandon the project of building a companion he responds, “You are my creator, but I am your master;-obey!” What does he mean by this?

The monster infers that unless Victor does as he wishes, he can and will cause him pain. The monster becomes the master because he has the power to hurt Victor...... Victor himself, and the people that Victor loves. This fact makes him the "master" in the relationship.
