Chapter Three is entitled The Silence because it deals with the subject of slavery, and John Page's message to his colleagues, During the debates, Page told his constituents about the South's opposition to ending the stave trade and cited their beliefs on the subject were inaccurate. He claimed that the "the real threat was silence."
