Why would people today say that Neville's policies were racist?

It has been noted that people today would likely judge Neville's actions as racist because of his unrelenting mindset. It has been said that Neville's lack of true understanding and inability to empathize with the mothers of half-caste children was an atrocity. Neville didn't see past skin color and judged these mothers to be black and without emotion..... he saw them as animals. Note, there are also conflicting reports on the validity of Follow the Rabbit-Proof-Fence's historical accuracy.
