Jeanine's cheeks are being compared to those of a baby pig. The author likely uses this simile to accentuate her youthful, chubby face, as well as the fact that she appears to be healthy.

Jeannine’s head only came up to my shoulder, but she looked sixteen, at least. Her cheeks shone pink and chubby as a baby pigs.
