What do people mean when they speak of divided loyalties?

What did the term seem to mean to most Americans during World War II? What did it mean to Japanese Americans?

The characters in this book try to embrace or at least be a part of American culture. They also embrace their Japanese heritage. The American government demands that Japanese assimilate but many feel torn between the two cultures they are a part of.
