Mrs. Phelps is actually quite touched when Montag reads the poem Dover Beach. When he is finished, Mrs. Phelps is crying, though she cannot explain why. I don't think Mrs. Phelps reads or cares about books. Meaningful words touch her in a way she has not experienced. The Mechanical Hound isn't programed to like or dislike anything. It merely hunts down people it is programmed to hunt down.
