I believe this refers to aesthetic forms, things that are beautiful, being destroyed as part of the State's agenda for social conditioning. The State in Fahrenheit 451 seeks to destroy high concept artistic and philosophical art and books. This very fascist idea is meant to replace true beauty and thought with their own, often brutal, propaganda. The result is brute-like firemen destroying the last vestiges of beauty in the world in the name of a particular social ideology.
