Is Death the antagonist or foil?

Is the character of Death the antagonist or foil to Everyman?

I think that, at least on the surface of things, Death acts as an antagonist to Everyman. Death says to Everyman that he is a weapon, one that punishes “every man … that liveth beastly / Out of God’s laws.” In that sense, Everyman fears death and Death becomes an antagonist.
