This society is a dystopia of sorts. It is rigidly controlled by the state so any loyalties to other ideas or organizations is discouraged. Other countries, which do not conform to the same ideology, are not considered "friendly". This reflects the Cold War in the 1980's where political ideology defined a country and its people.
