At the beginning of Chapter Seven, we learn that Ender's victory over the Giant, in addition to his ability to defeat every obstacle set before him, have marked him ready for transfer to Salamander. Graff and General Levy agree that he has reached his full potential as a Launchie and it's time to move him to the next level.
