Chapter 5: Can you explain this quote in one to two sentences?

What does the following quote reveal about war?

"For a moment it occurred to Ender that by letting the others put him in the worst place, he was inviting later bullying. Yet he could'nt very well oust someone else," (38).

For Ender to refuse to act or defend himself would only allow and even invite the bullying to continue. None-the-less, knocking someone else out would put him in a more precarious position and make him a target for everyone.
