I think a great place to begin answering this question is with Emily Dickinson's use of the dash. While of course her 8-6-8-6 syllable meter does provide a sense of uniformity, this same uniformity is eloquently disturbed and manipulated in profoundly creative ways. Without this consistent form, this sort of creativity might go unnoticed.
