How does Rita and Frank's relationship change in Act 1 Scene 3?

In Act I, Scene III, Frank seems to be letting his general weariness affect his feelings toward Rita. His comments to her become more flirtatious –although never too inappropriate –and he seems to want to be friends with her rather than a tutor.
