Why does the Comte de Guiche want Roxanne to marry Monsieur de Valvert?

De Guiche wants Roxane to marry the man who works for him. This would really rattle Cyrano. Also he wants Roxanne for himself but he is married. De Guiche knows that if she marries his underling than he would have access to her when he pleased.
