What are Clarence's Strenghths and Weaknesses?

Clarence can run infrastructure like factories, schools, telephone lines….He is the ultimate apprentice who loyally hides his boss's body and finishes his memoirs. I suppose it can be said that Clarence lacks the vision and command of people in charge like Hank.
