what did St. Augustine mean when he wrote''Time tends toward non-existence''?

I think this has something to do with things changing in the lives of human beings but unchanging in God's unchanging design of things: "everything which begins to be and ceases to be begins and ends its existence at that moment when, in the eternal reason where nothing begins or ends, it is known that it is right for it to begin and end."
