When one could safely leave a city of refuge

As I read, not only did a person have to be adjudicated innocent, but he also had to remain in the city of refuge until the death of the High Priest. What if the High Priest left office at the mandated age of 50? With a new High Priest was a person free to leave or did he still have to wait for the drath of the original High Priest?
