I wouldn't say Snow is doing anything 'stupid' but to get last year's winning tributes back to the arena where they will fight new tributes. This time, the arena is a clock shaped arena. The challenges are the clock spins, fog that turns out to be poison, and dangerous monkeys that are in the forest, including a force field.
These new tributes have better watch out for those traps!
